The mod works by loading the entire game worlds of GTA 3 and Vice City as separate, accessible zones within the San Andreas engine. Players can travel between the three cities as if they were all part of one massive map. The nested setup means that while you are driving through Liberty City, you can enter a specific trigger point that loads Vice City, which is itself a sub-game running within the GTA 3 instance.
This is not a simple texture swap or a static port. The mod keeps the original missions, traffic, pedestrians, and physics of each game fully active. The result is a chaotic, layered experience where the distinct atmosphere of each title coexists in real time. The modder has not released a public download yet, but the demonstration video shows seamless transitions between the three worlds, with no noticeable loading screens between the nested games. It is a technical showcase that pushes the limits of what modders can do with the classic GTA engine.
