Governor Jim Pillen has signed an executive order directing the Nebraska Department of Health and Human Services to submit a state plan amendment to the U.S. Department of Health and Human Services Administration for Children and Families. The amendment will strengthen restrictions on how Temporary Assistance for Needy Families Aid to Dependent Children cash benefits can be accessed and used across the state.
The order reflects a push to tighten oversight of welfare dollars and ensure that federal assistance reaches the families it is intended to serve. Under the directive, the state health agency must revise its plan to limit where cash benefits can be withdrawn and what purchases they can support. Officials say the changes are meant to reduce misuse of funds and reinforce accountability within the program.
Supporters argue the move protects taxpayer money and encourages responsible spending among recipients. Critics contend that added restrictions could create barriers for low income families who rely on the assistance for basic needs such as food, clothing, and housing. The state plan amendment now heads to federal reviewers for approval before any changes take effect. If accepted, Nebraska would join a handful of states that have pursued similar limits on cash assistance access in recent years. The department has not announced a timeline for when the amendment will be finalized or when new rules would begin.
